Improved access to high quality education through modernization of the National Scientific Medical Library of Ukraine

The National Scientific Medical Library of Ukraine (NSMLU) is the leading scientific and information institution in medical science and public health. One of its primary objectives is to ensure the continuous development of the information system for the purposes of medicine and health care in Ukraine. The crucial element, necessary for the implementation of this task, is access to modern IT technologies, including a high number of available computers. The amount of computer equipment has been slowly increasing since 1992, a local computer network has been set up, the library and information processes have been automated, separate electronic resources and databases have been created. The range of services rendered for the benefit of users with the use of IT technologies has been expanding.

Presently, the library has still been working on automating the library and bibliographic processes. So far, the processes connected with completing, cataloguing and preparing document references as well as keeping user data bases have been partially automated. In order to fully automate the process of completing and implementing the electronic book dispensing, it is necessary to, among others, prepare additional workstations for the librarians.

The library has its local computer network consisting of 5 servers and 80 computers. Most computers were purchased at the beginning of the 2000s. The limited budget makes it impossible to modernise the computer equipment on an ongoing basis or to extend the computer supplies of the library that are necessary to implement new projects.

The project is scheduled to be implemented from 1 August to 31 December 2016, within the framework of the cooperation between the Embassy of the Republic of Poland in Kiev and its local partner, the National Scientific Medical Library of Ukraine (NSMLU). Its objective is to modernise and extend the computer supplies of the NSMLU to ensure that the library personnel are able to work in a stable and efficient manner, using modern technical supplies and software. Consequently, the library will operate efficiently and in compliance with modern standards. The modernisation will make it possible to implement further projects aimed at developing the library, such as creating a training and consulting centre or automating the library and bibliographic processes.

The project provides for purchasing approximately 80 computers, 51 of which will be used to replace the outdated equipment. In the long term, the project will make it possible to develop medical science, education and health care in Ukraine. Medical students and doctors as well as library employees will be the beneficiaries of the project.

The project was implemented from 12 September to 25 November, 2016. Its objective was to modernise and extend the computer supplies of the National Scientific Medical Library of Ukraine (NSMLU) to streamline its operation. Thanks to the implementation of the project, it is possible to create a training and consulting centre, organise the work of the Polish Medical Literature Centre and automate the library and bibliographic processes.

Eighty computers, a scanner and a printer were purchased as part of the project, and 51 of those computers were used to replace the outdated equipment. The remaining 29 ones were used to implement new projects. The equipment was connected and the necessary software was installed.

The students and doctors of medicine and related sciences as well as the employees of the library and its branches in Ukraine are the beneficiaries of the project.

The project was fully financed from the Polish Aid's funds and its value amounted to PLN 108,547 (EUR 26,000). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
