From the past to the future – to strengthen the capacity of social services for children, people with disabilities and seniors from Community of Gori (Georgia)

Gori Municipality is located in the central part of Georgia, in the Shida Kartli Region. In 2008, the city of Gori and the surrounding villages were affected by war operations. The area was bombed by Russian forces. The war damage is visible to this day.

The needs of the residents of Gori Municipality are huge. About half of them are living on the verge of poverty, as confirmed by the statistics for the whole country. Social services, including medical rehabilitation, are at a low level. In the municipality there are at least 60 persons under 18 who are struggling with disability, but have no access to quality rehabilitation services. The nearest rehabilitation centre is located dozens of kilometres away from Gori and not many can afford to travel there with their children. Elderly and sick solitary persons also need help.

The situation can be improved through renovation of the building owned by Gori Municipality, for use as a rehabilitation centre for children and young people with disabilities, furnishing it and training of social personnel (including doctors, therapists and others) in care for persons with disabilities, the elderly and sick people, in accordance with standards in effect in Poland.

The project was implemented from April to December 2017, in Gori Municipality in central Georgia. The building in Tniskhidi was to be renovated and supplied with equipment, for use as a rehabilitation centre for children and young people with disabilities. An advisory visit of specialists from Poland was also planned. The educational part, addressed to social workers from Gori, in the form of working visits, was carried out in Poland: in Raciechowice Commune in Goldap County.

The implementing entity was Raciechowice Commune in partnership with Goldap County (the local governments held working visits of social workers from Gori Municipality, sending specialists to Georgia), and the local partner was Gori Municipality (which sent social workers for working visits to Poland, hosted specialists from Poland, was responsible for the preparation and implementation of the project in Tniskhidi – renovation of the building and supplying it with equipment, for use as a rehabilitation centre).

The project was a response to the problem of the low standard of social services in Gori Municipality, where there was no rehabilitation centre for sick children and young people. The series of consultations, educational initiatives and apprenticeships organised in Poland and in Gori for social workers from Gori Municipality and the planned renovation and installation of equipment in the building in Tniskhidi (which was not carried out in the end) were to improve the quality of social services addressed to the residents of Gori Municipality. The completed activities enabled the authorities of Gori Municipality, staff of the Gori municipal office, social workers, physicians (therapists, rehabilitation specialists, speech therapists and psychologists) to benefit from the Polish experiences in the field of social services and contributed to an improvement of their professional skills.

The project was implemented from 1 April to 31 December 2017.

The project activities included a study visit of the authorities of Gori Municipality and the physician responsible for training social workers to Raciechowice Commune, two two-week working visits of social workers and physicians from Gori Municipality to Raciechowice and Goldap county, a working visit of Polish specialists in the field of social services to Gori Municipality, launching the GEOPOL online platform.

During the study visit to Raciechowice, a set of strategic documents was created (selected and translated) on the subject of modelling social policy, to be used in the development of social services in Gori. The participants of working visits (social workers, physicians) carried out twice in Goldap County and Raciechowice Commune improved the knowledge and competences in the field of care and organisation of activities to help in the psychophysical development of persons with disabilities and seniors. Users of the online platform, edited in Polish, Georgian and English, were able to improve their knowledge in the field of social policy. Representatives of the authorities of Gori Municipality and workers of social service institutions, following consultations with the social workers from Poland who came to Gori, improved their knowledge on the operation of these centres. Private individuals acquired knowledge on the rehabilitation help available through Gori Municipality for children and young people.

Within the project, renovation and supply of equipment was planned for the building owned by Gori Municipality, for use as a rehabilitation centre for children and young people with disabilities. The action, being the responsibility of Gori Municipality, was not carried out. In spite of this, the results achieved under the project will bring benefits in the future. The documents may serve as models for many people. The acquired knowledge, skills and experience may be used by the project participants in their work. The inspirations resulting from the visit to Poland may be transferred to Georgia, even if only in part. And informing the Polish people about the implemented project may lead to long-term interest in Georgia as a developing country and in the opportunities provided by the Polish state for Polish organisations and institutions to help Georgians or Poles living in Georgia.
