Development of the Ukrainian voluntary rescue system to enhance safety of local population in Rivne region

In November 2016, the Main Board of the State Emergency Service of Ukraine in the Rivne Oblast turned to the Main Board of the Volunteer Fire Brigade Association of the Republic of Poland with a request for support in the creation of the foundations of a rescue volunteer service. A volunteer rescue service supplements the capacity of professional rescue services, guaranteeing an appropriate safety standard for the residents of the Rivne Oblast. Today, there are voluntary fire brigades in Ukraine, but their readiness for rescue operations is minimal and only slightly contributes to a better standard of safety for the local community.

Development of the Ukrainian voluntary rescue system to enhance safety of local population in Rivne region

The project is scheduled for implementation in 2017-2018. The main tasks include working out appropriate curricula and implementation of these in vocational training for members of voluntary fire brigades, preparing 36 rescuers and supplying them with basic rescue equipment and personal protective equipment. A measurable effect of the project will be the establishment of three reference fire units on the basis of the trained volunteers. These units will become a foundation for the creation of a volunteer rescue system in the region. Through the establishment of a network of voluntary fire brigade units with trained staff and an outlined course for further development of the volunteer system, the project will improve the effectiveness of performed rescue activities and will thereby increase the safety of the local community in the region.

Three municipalities of the Rivne Oblast were chosen for the project:

  • Bila Krynytsya
  • Velyka Omeliana
  • Buhryn

Apart from activities directly focusing on the preparation of a trained staff of rescuers, the project will also promote the concept of volunteerism in the region. Educational activities and measures to promote volunteerism among children and young people will directly contribute to the development of civic attitudes based on mutual trust, concern for the environment and brotherly help to those in need.

The educational activities and promotion of the concept of volunteerism among children and young people will directly contribute to the formation of civic attitudes based on mutual trust, concern for the environment and carrying brotherly help for those in need.
