Development of entrepreneurship in the rural areas - Chiriet Lunga villge

The problem of waste management affects almost all regions of the Republic of Moldova. It is still common to dump waste in the forest or directly in a field, which constitutes a biological hazard for the inhabitants of the surrounding villages. One of the primary tasks of the local administration is to provide public utility services, including waste collection.

The low level of prosperity of the country forces its local authorities to actively pursue non-state sources of financing for their statutory activities. The local government of the Chiriet-Lunga village established the “KIRIETPRIM” enterprise, which is contracted to deliver water to the community and provide centralised waste collection services. The enterprise is owned and supervised by the local government, and its capital was provided by the state. A similar model for public services can be found in numerous villages in Moldova and the scope of their activity stems directly from their local strategies. Since its establishment, the “KIRIETPRIM” enterprise has provided water supply services. The lack of funds prevents the enterprise from being contracted to carry out waste management activities.

The project is scheduled to be implemented from 15 July to 30 November 2016 in cooperation with the Embassy of the Republic of Poland in Chisinau and its local partner, the Chiriet-Lunga Municipality Office, the Ceadir-Lunga Region. Its primary objective is to support the local government in terms of providing public utility services. It will provide for purchasing a garbage truck and waste containers, which will allow to implement a comprehensive environmental safety strategy. Centralising waste collection will improve the sanitary conditions in the village. It will exert a positive impact on the ecological situation and protect the population against epidemics in the rural communities. Moreover, the project involves actions aimed at raising awareness, for instance, organising a forum for the “Cooperation in support of comprehensive waste management, the development of public services and utility infrastructure”. The event will be organised in cooperation with the regional services, the authorities of Gagauzia (the Bashkan), NGO and the inhabitants of the village.

The project will allow to strengthen good governance at the local level and it will have a positive effect on the natural environment, and it will increase health safety and the level of soil and subsoil water cleanliness. The public administration of the Chiriet Lunga village and the local community (2,500 people) will be the primary beneficiaries of the project.

The project was implemented from 1 August to 12 December 2016. Under the project, a garbage truck and waste containers were purchased, which will allow to implement a comprehensive environmental safety strategy. It will also increase the sanitation of the village and improve its ecological situation. Moreover, the project supports the local government in terms of good governance and developing entrepreneurship in rural areas. The final element of the waste management system is the disposal of waste in authorised landfills. The purchased garbage trucks and waste containers are the property of the local government and the “KIRIETPRIM” enterprise is responsible for maintaining and servicing them.

The project was co-financed by the Polish Aid grant amounting to approximately PLN 117,000 (EUR 28,000) and its entire value amounted to approximately PLN 125 000 (EUR 30,000). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
