The Development Cooperation Department (DCD) carries out tasks related to development and humanitarian aid provided by Poland. In particular, it is responsible for planning, coordinating, monitoring and evaluating activities that fall within this scope. The DCD’s responsibilities include drafting priorities of Polish development cooperation, organizing calls for development project proposals, undertaking international development and humanitarian cooperation and participating in forming and implementing the EU development policy.

Unit for EU Development Policy and Multilateral Cooperation
Unit for EU Development Policy and Multilateral Cooperation is responsible for coordination of Poland's cooperation with the European Union in the field of development policy and contributes to coordination of the EU development policy. Tasks of the Unit include i.a. participating in meetings of the working groups of the EU Council (Working Party on Development Cooperation - CODEV and African, Caribbean and Pacific Working Party - ACP) and committees of the EU financial instruments (Development Cooperation Instrument - DCI and European Development Fund - EDF). The Unit also supervises Poland's cooperation with international organizations involved in development issues and with the development aid donors.

Unit for Development Cooperation with Countries of Eastern Europe
Unit for Development Cooperation with Countries of Eastern Europe is responsible for strategic planning, implementing and coordinating the activities of Polish development cooperation for the beneficiaries from Belarus, Georgia, Moldova, Ukraine and other countries of Eastern Europe included in the "Polish aid" programme. The Unit evolves programs and plans for development cooperation, concerning this geographic area. It also coordinates and evaluates the projects implemented under Polish development cooperation, as well as monitoring of aid activities in these countries.
Section for Ukraine which operates within the Unit for Development Cooperation with Countries of Eastern Europe is responsible for planning, implementing and coordinating activities of Polish development cooperation for the beneficiaries from Ukraine. The Section evolves programs and plans for development cooperation, concerning this geographic area. It also coordinates and evaluates the projects implemented under Polish development cooperation, as well as monitoring of aid activities in Ukraine.

Unit for Development Cooperation with Remaining Partner Countries
Unit for Development Cooperation with Remaining Partner Countries, is responsible for leading Polish development cooperation policy in relations with the following partner countries Ethiopia, Tanzania, Kenya, Senegal, Palestine and Myanmar. The tasks of the unit include participation in developing the strategic documents of Polish development cooperation in a one-year and long-term cycles, evaluation of governmental documents, relating to partner countries in the region in terms of their coherence with the plan of development cooperation and cooperation with diplomatic missions in partner countries on issues of development cooperation, co-organization of grant competitions and conduction of Polish Aid Volunteering Programme.

Public Communication Unit
Public Communication Unit is responsible for relations with the media with regard to the subject of Polish development cooperation and shaping its public image. Tasks of the Unit include issuing publications, organizing photographic competitions and exhibitions, managing the "Polish Aid" website, coordinating promotional events and conducting global education issues.

Humanitarian Aid Unit
Humanitarian Aid Unit deals with issues relating to the planning and implementation of the official humanitarian aid extended by the Polish government. In performing its activities the Unit cooperates i.a. with international organizations, Polish NGO's and public institutions associated with the humanitarian themes. Unit's employees take part in meetings of the Council working party on Humanitarian Aid and Food Aid (COHAFA) and monitor humanitarian crises in developing countries.

Planning Section is charged with coordination and drafting of the Polish development cooperation framework documents - annual and multiannual - forward planing and department's reporting and coordination of Poland's participation of EU joint programming. The Section organizes proceedings of the Development Cooperation Policy Council to the Minister of Foreign Affairs. The Section also serves as the National Contact Point for the public administration units interested in carrying out projects under the TAIEX instrument or twinning cooperaton framework.
