Construction of a municipal landfill for 11 willages in Cimislia region

The problem of waste management affects almost all regions of the Republic of Moldova. It is still common to dump waste in the forest or directly in a field, which constitutes a biological hazard for the inhabitants of the surrounding villages. The problem does not only lie in the illegality of such landfills, but also in the fact that they constitute a source of pollution and diseases transmitted by animals, which have free access to waste dumped in random places.

In the past, the Cimislia District Council implemented the “Integrated solid waste management” project, which was co-financed by the National Environment Protection Fund. Under the project, three garbage trucks and waste containers for households from 11 villages had already been purchased, and the "Servcom Cimislia” municipal enterprise has been established. The Cimislia District Council decided to, each year, earmark some of its budget appropriations for the implementation of the project. However, the fact that there is no authorized place earmarked for depositing waste nor the equipment needed to manage it remains to be a problem.

The project is scheduled to be implemented from 1 August to 15 December 2016 in cooperation with the Embassy of the Republic of Poland in Chisinau and its local partner, the Cimislia District Council. Its objective is to ensure socio-economic development of the Cimislia rural area by modernising the waste management services. The project provides for adjusting the area so that waste from 11 villages of the Cimislia District can be deposited there. Works that will be carried out consist in designating the area for the landfill, building the fencing, the gate and the security booth, renovating access roads as well as purchasing a tractor and a trailer.

The project will strengthen the cooperation between those 11 villages in order to create an integrated waste collection system. The amount of waste will be decreased and the quality of the natural environment will be improved thanks to the removal of illegal landfills. Moreover, a public information campaign on sanitary and utility services in rural areas will be organised to increase the awareness of the community regarding environment protection and ecology. The inhabitants of those 11 villages of the Cimislia District - a total of 21,267 persons, will be the beneficiaries of the project.

The project was implemented from 3 August to 12 December 2016. It consisted in building a landfill for depositing waste from 11 villages of the Cimislia District. The project also provided for adjusting the area so that waste could be deposited there, building the fencing, the gate and the security booth as well as renovating access roads. A tractor and a trailer were purchased. Efficient solid waste management is a long-term result of the project. It will allow to reduce the risk of infectious diseases, ensure cleaner environment and decent living conditions for the inhabitants, and consequently increase the attractiveness of the region. Moreover, a public information campaign on sanitary and utility services in rural areas was organised.

The project was co-financed by the Polish Aid grant amounting to approximately PLN 100,000 (EUR 23,500) and its entire value amounted to approximately PLN 130,000 (EUR 30,800). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
