Access of rural population to quality health services - renovation of medical point

Problems with access to medical services can be identified throughout the Republic of Moldova, particularly in villages situated far from the centre or bigger towns and cities. The lack of appropriate infrastructure has a negative impact on the health of the entire nation. The medical point in the Balanesti village is in an extremely bad condition. Since 1992, there has been no general renovation, the roof is leaking and the rooms are damp. Medical care is provided in conditions which do not meet basic hygiene standards.

Providing communities in rural areas with access to high quality infrastructure is one of the most important priorities of the regional development of Moldova, which was also provided for in the EU-RM Association Agreement. Access to medical services is one of the fundamental human rights. Even though local administration is responsible for this task, its implementation is limited by the lack of funds.

The project is scheduled to be implemented from 15 July to 31 December 2016 in cooperation with the Embassy of the Republic of Poland in Chisinau and its local partner, the “Codrenii” Association. The objective of the project is to increase the capability of the medical point in the Balanesti village in terms of offering high quality medical services to the local community by renovating rooms and repairing the roof. The implementation of this project will not only help renovate the medical point building, but it will also increase the awareness of the village inhabitants of civic participation in terms of solving basic problems. The project will also serve as an example of partnership between a non-governmental organization and public administration authorities.

The local community of the Balanesti village (approximately 3,000 people), the public administration and the medical point personnel (12 people) will be the beneficiaries of the project. This project is a social initiative proposed by a local association, which is actively involved in, among others, improving the quality of life of the local community. Between 2011 and 2015, the “Codrenii” Social Association implemented eight development projects in rural areas in this part of Moldova.

The project was implemented from 28 July to 5 December 2016. It helped to improve the quality of medical services offered to the inhabitants of the Balanesti village. The medical point was renovated: the roof was replaced and the internal walls were repaired. It was possible to save the amount of EUR 1,100 during the implementation stage of the project. The money will be used to purchase four windows and two external doors for the medical point building. This project was a social initiative proposed by the “Condrenii” local association, which is actively involved in improving the quality of life of the local community. Three thousand inhabitants of the Balanesti village are the main beneficiaries of the project.

The project was co-financed by the Polish Aid grant amounting to approximately PLN 40,000 (EUR 9,500) and its entire value amounted to approximately PLN 52,000 (EUR 12,500). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
